However, domestic flights, schools/colleges and hotels will continue to remain shut throughout the country. The government has also allowed inter-state movement of passenger vehicles and buses with mutual consent of states. Barring containment zones, there are no zone-wise restrictions from the Centre and the states can decide delineation of red, green and orange zones.
Earlier today, Maharashtra and Tamil Nadu joined Punjab and Mizoram in extending the lockdown till May 31. Telangana has already extended it till May 29. Karnataka became the third southern state to extend the lockdown. However, unlike other states, Karnataka has extended it only for two more days till May 19. The government officials clarified that all orders in force from May 4 will continue.
The nationwide lockdown was first imposed for 21 days starting March 25 and then extended on April 15 and later on May 4 with an aim to stem the spread of novel coronavirus (Covid-19). As India entered the 54th day of the lockdown, the total number of coronavirus cases in India surpassed China’s tally with 90,927 infections and death toll soared to 2,872 on Sunday. China, which has a total of 84,649 cases, stopped adding new cases for the last two months now, while India has been detecting almost 4,000 cases every day for the last few days.
MHA issues guidelines for lockdown 4.0
Following activities to remain prohibited:
केंद्र सरकार की तरफ से लॉकडाउन की अवधि को 14 दिन के लिए बढ़ा दिया गया है। केंद्र सरकार की तरफ से जारी गाइडलाइन्स में सभी घरेलू और अंतरराष्ट्रीय उड़ानों पर रोक जारी रहेगी। इसके अलावा रेड, ऑरेन्ज और ग्रीन जोन को लेकर राज्य सरकारें अपने स्तर पर फैसला ले सकेंगी।
◆ इन तीस जिलों में नहीं मिलेगी छूट
पीएम मोदी लॉकडाउन 4 के संकेत दे चुके हैं। ऐसे में माना जा रहा है कि कल से लॉकडाउन का चौथा चरण भी शुरू हो जाएगा। हालांकि इसमें कुछ छूट और रियायतें मिलेंगी लेकिन 30 शहरों में पहले की तरह सख्ती लागू रहेगी। इनमें मुंबई, पुणे, ग्रेटर चेन्नई, अहमदाबाद, थाणे, दिल्ली, इंदौर, कोलकाता, जयपुर, नाशिक, जोधपुर, आगरा, तिरुवल्लुवर, औरंगाबाद, कुड्डालोर, ग्रेटर हैदराबाद, सूरत, चेंगलपट्टू, अरियालुर, हावड़ा, कुर्नूल, भोपाल, अमृतसर, विल्लुपुरम, वडोदरा, उदयपुर, पालघर, बहरमपुर, सोलापुर और मेरठ का नाम शामिल है। इन शहरों में ही देश के करीब 80 फीसदी कोरोना के मामले मिले हैं।
◆ लॉकडाउन के चौथे चरण में भी नहीं चलेंगी मेट्रो
लॉकडाउन के चौथे चरण में मेट्रो सेवा पर रोक जारी रहेगी। मालूम हो कि दिल्ली सरकार की तरफ से मेट्रो सेवा शुरू करने की मांग की गई थी। चौथे चरण में धार्मिक स्थलों को भी खोलने की इजाजत नहीं होगी। सभी तरह के धार्मिक, राजनीतिक व अन्य कार्यक्रमों लॉकडाउन के चौथे चरण में भी नहीं चलेंगी मेट्रोपर रोक भी जारी रहेगी।
◆ स्कूल, कॉलेज, सिनेमाहॉल पर जारी रहेगी पाबंदी
लॉकडाउन के चौथे चरण में भी स्कूल, कॉलेज और सिनेमाहॉल्स पर पाबंदी जारी रहेगी। वहीं सैलून, चश्मों की दुकानें, इलेक्ट्रोनिक्स की दुकानें आदि को खोलने की इजाजत दी जा सकती है। ऑरेंज जोन में सरकार कम बंदिशों के साथ कई रियायतें दे सकती है।
◆ ट्रेनों और हवाई यातायात के आंशिक परिचालन को मिल सकती है मंजूरी
पूर्णबंदी के चौथे चरण में सरकार रेलों और हवाई यातायात के आंशिक परिचालन को मंजूरी दे सकती है। हालांकि इस दौरान रेड जोन और कंटेनमेंट जोन का पूरा ख्याल रखा जाएगा। इसके साथ ही स्टेशन या एयरपोर्ट पर आने वाले यात्रियों की पूरी स्क्रीनिंग की व्यवस्था की जाएगी। वहीं जरूरत के मुताबिक इस पर सरकार फैसला करेगी कि कहां परिचालन करना है और कहां नहीं।
◆ लॉकडाउन 4 में ई-कॉमर्स को मिलेगी छूट, शुरू होगी होम डिलीवरी सेवाएं
लॉकडाउन के चौथे चरण में ई-कॉमर्स इंडस्ट्री को छूट मिल सकती है। वहीं होम डिलीवरी करने वाली सेवाओं को भी रियायत दी जा सकती है। कुछ जगह पर होटल रेस्तरां खोलने की अनुमति भी मिल सकती है।
◆ रेस्टोरेंट को होम डिलीवरी की मिली इजाजत
नए दिशानिर्देशों में रेस्टोरेंट को होम डिलीवरी की इजाजत दी गई है। इसके अलावा स्टेडियम बिना दर्शक खुले रहेंगे। बस सेवा भी जारी रहेगी। शाम 7 बजे से लेकर सुबह 7 बजे तक निकलने पर रोक बरकरार रहेगी।

- Hotels, restaurants, cinema halls, malls, swimming pools, gyms to remain shut till May 31
- Metro rail services, schools, colleges to remain closed till May 31
- All domestic, international air travel of passengers, except domestic air ambulance, remains prohibited till May 31
